The following is the report given by Gary Jacobucci to the Elko County Commissioners on July 12, 2012 as an agenda item. The focus of the report is identifying the problem with the DHS Local Emergency planning Committee charter (LEPC); defining the problem; suggestions for solving the problem.

Description of Agenda Item: (need detailed information)

It’s been an interesting experience participating in the Elko County Local Emergency Planning Committee the last three years; an attendance inspired by going through the emergency response experience in the aftermath of the 6.0 earthquake just outside of Wells.

I recently participated in a ‘Shelter in Place’ training that was given by Betsy Morse, the head of training for the Northern Nevada Red Cross. In a phone conversation with her a few days later, I mentioned that the Elko County Local Emergency Planning Committee refuses to discuss the needs of food, power and water in the meetings; saying that the Elko County Commissioners have only chartered LEPC to look at HAZMAT issues.

She hesitated for a few seconds and then blurted out… “THAT’S CRAZY!”

As this pretty much summarized my experience in LEPC the last three years, I said… “Thank you, I thought I was the only one that recognized this.”

The last three years have been an exercise in trying to sort out what LEPC is, who created it, and why won’t they deal with needs other than HAZMAT.

After attending the meetings for three years there, are some things that need sorting out…

1) Food, power and water are not allowed discussion. The reason given is that these do not relate to HAZMAT and yet the DHS runs various exercises through LEPC which are often discussed in the following meeting; urban warfare / special weapons and tactical training where the various members of law enforcement dress in camo-gear, mass-vaccination exercises, school shooting exercises, weapons of mass destruction exercises, etc. More

Attending the Nevada Caucus

Before attending our precinct caucus on Saturday, I reflected on what had changed since we last met four years earlier. There were several things that came to mind. One was the further outsourcing of our decision making to foreign authority. This was emphasized when the war was expanded into Libya and the executive branch effectively turned our military over to the direction of NATO.

Another reflection of this was the Federal Reserve finally complying to the first time ever audit that Ron Paul and a couple of other Congressman were able to get placed on the banker bailout agreement.

It turned out to be a partial audit, but even this revealed that the privately owned Federal Reserve has created 16 trillion dollars that Congress and the American people were not aware of. This money was laundered through multinational banks and corporations and used for who know what end?

I mentioned this at our caucus meeting. A youngish looking highway patrolman was in the room with his wife and said he agreed with what I said, but he was speaking for Mitt Romney because he believed in a strong military and mentioned that his son would soon be entering the armed forces. He also believed that Romney success in business would give him the knowledge needed to turn the economy around. More

There was a story told by one researcher of the JP Morgan fortune. Morgan’s enterprises in the U.S.– that later became the model for the term ‘Robber Baron’ – were financed through the great central banks of Europe. When Morgan died he was thought to be worth billions, but was found to be worth only a few million – 10-12 if I remember right.

Over the last 30 years or so we’ve seen the consolidation of the various forms of media into 5-6 multinational corporations with names like Murdock, Turner, etc. associated with them. But who really owns them? – the name associated with them or the central bankers supplying the funding for the multi-billion dollar consolidations?

I haven’t followed the music scene for the last 30-years, but the term Lady Gaga has been bantered about by alternative talk show hosts. I recently watched a video I came across of her performance at the finale of American Idol.

She is standing on top of a simulated mountain, about 20 feet tall, and begins singing in a very powerful – almost hypnotic candor. As the lights come up she is wearing a robe and Masonic headdress.

Not far into the song, she cast off the robe and then the headdress and is wearing a swim suit (for lack of a better word) with glittered symbols on her body – including a traditional Christian cross on her stomach.

Toward the end of the performance she lifts her leg up onto a rock and begins pulsating as the camera pans around at a distance and then is joined on the mountain by a male mullato performer. After simulating a sex act on the mountain top, they join hands and fall off the cliff together. They land behind a simulated bolder to a cloud of steam released as they would have hit the ground.
