Who actually owns “public land”?
As an American citizen, environmental researcher and a life-long visitor to the state of Utah, I appreciate the opportunity to provide input on the proposed Bible Springs Complex environmental assessment. The federal government does not own land in the West. These are not “state lands” and not “federal lands” and not even “government lands”.” They are public lands. Referring to today’s upcoming capture list – it says 100 wild horses will be bait/water trapped on the Murderer’s Creek HMA in Oregon starting tomorrow! This HMA is jointly “managed” by BLM and USFS, who said in their recent EA: “The AML for wild horses within the HMA is 50-140 wild horses with an objective of managing for a herd size of 100 animals.”
Now, take a look at the map that shows the census count. The census count as of the spring of 2012 was 171 (foals not counted) and I have the payment invoices from the bait trap contractor to BLM that says last fall they trapped 100 wild horses and then last winter they trapped 100 more … and now they have authorized another 100 wild horses be captured.
Assume that the 200 (last fall and last winter) would include the original 171 wild horses plus the foals and likely some on private property/outside HMA but there is no way there will be another 100 taken this summer and still leave 100 which was the stated plan in the EA. ZERO or more accurately stated … minus zero will be the result and thus Murderer’s Creek HMA will be the next HA land since there will be no horses to manage … thus no HMA.
And this will be the continuous plan (already going strong) for all of our WH&B … except for a few in a “zoo”. I hope I am wrong!

On May 23, 2013, several wranglers at the Bureau of Land Management (BLM) Palomino Valley facility seemed to be too lazy to saddle up their horses, so all 3 of those big boys crammed themselves into a pick-up truck and drove it around inside a pen of wild horses like they were in a Monster truck event, and what may be a government owned vehicle even fishtailed – yee haa!! Apparently, this was supposed to have been an effort to separate out a paint horse from the other horses.
Wild horse advocate Patty Bumgarner was there and this is what she saw:
Is this BLM’s standard operating procedure?
Now, after this little joy ride failed to separate out the horse, they drove the pick-up past Patty, and one of the wranglers asked “Did you get some good pictures?” He didn’t say this in a polite way, but in a way that seemed meant to intimidate and harass her.
It was none of this wrangler’s business if a taxpaying American, who pays his salary and for the operation and activities of this government facility (which is a public place), wants to stand there all day, every day, and take photos and/or video.
Or, isn’t this a free country anymore?
This is just one more example of not only BLM’s reckless actions around wild horses, but of an attitude towards the public that would get them fired in any other work environment. What business do you know of where an employee could get away with treating the public rudely? None. And guess what BLM? We’re NOT going to put up with it.
Bullies are brave when they think they’re anonymous, so let’s all just take a look at a photo of these 3 yahoos:

We encourage more advocates to go as often as possible to BLM facilities to observe both the activities and the condition of the wild horses, and to take photos and video.

and noted:
“Warts can spread from one horse to another if they’re not confined.. Warts on a horse is known as papillomavirus, and they usually appear as blemishes on the face, mouth, or nose regions in younger horses. They appear as either single warts, or as clusters of warts that have a “cauliflower” appearance. While unsightly, they usually pose no threat to the horse’s overall health and are considered merely a cosmetic blemish. In most cases, the warts will
disappear on their own, in a matter of time. But it is important to remember that warts are a viral, contagious disease and that proper steps should be taken in order to prevent them from spreading from one horse to another, especially if the horse is kept in the vicinity of other horses.
Younger horses are more susceptible to warts because they have less-efficient immune systems than older horses. Their skin also is not as tough, and they have less hair to ward off the insects that can carry the papillomavirus. The good news is that once a horse has been infected, it builds up an immunity and is less susceptible to future infections. Provided the horse is in good physical condition, has a good nutrition program, is wormed regularly, and is under good management, the warts should disappear within six to nine months.”
And what if they’re not under “good management?”
The BLM has been observed to be busy cleaning the pens at Palomino Valley. (Has anyone ever seen warts on a wild horse in the wild?)
The BLM really needs to clean up their disrespectful attitude towards the public and immediately enforce humane handling of the wild horses and burros that they have a mandate to protect.

No proof of overpopulation, no need for native wild horse fertility control
WASHINGTON (June 7, 2013)–In light of the National Academy of Sciences (NAS) report on wild horses and burros lacking data for an overpopulation claim, Protect Mustangs calls upon Secretary Jewell for an immediate halt to roundups and to return the 50,000 wild horses in government holding to the more than 30 million acres of herd management areas in the West to reduce costs quickly. The native wild horse conservation group calls on the Department of Interior to acknowledge wild horses are native, implement holistic land management and reserve design thus creating a win-win for wild horses to help the
ecosystem and reverse desertification. Protect Mustangs requests that ‘survival of the fittest’ should be the only form of fertility control considered because indigenous wild horses must not become domesticated on the range. Artificial management such as pesticides and sterilizations should never be used on a native species such as Equus caballus.
According to a press release from NAS released Wednesday, “The U.S. Bureau of Land Management’s (BLM) current practice of removing free-ranging horses from public lands promotes a high population growth rate, and maintaining them in long-term holding facilities is both economically unsustainable and incongruent with public expectations, says a new report by the National Research Council.”
“The Academy is referring to is the principle of compensatory reproduction by heavily-stressed wildlife populations needing to rebound from population declines,” states Carl Mrozek, filmmaker of Saving Ass in America. “Unfortunately, they quickly recommend a different intervention as a better solution without considering the ‘do nothing’ or ‘placebo’ option which is an integral component of every credible field trial for pharmaceutical and other ‘treatment’ plans. Had they searched for examples of herds which have undergone minimal or no culling in the past decade or so, they would have found multiple examples of herds which appear to have achieved homeostasis (equilibrium) or something approaching it, naturally, i.e. without BLM-sponsored roundups or fertility treatments.”

Today there is no scientific proof of overpopulation to merit fertility control.”

The BLM Eagle Lake is proposing to remove 600 wild horses plus burros from the Twin Peaks HMA. They are claiming that there are currently 950 horses on the entire HMA.
A recent independent aerial survey estimated that there are less than 400 wild horses remaining here. BLM so far, has stated that the proposal will be in “full force in effect” once it is signed, without public knowledge or input.
A copy of the independent population survey is attached with a link to the supporting pictures.
Less than half of Twin Peaks HMA burned. There are over 400,000 acres of unburned range and the burn areas are patchy and still have some forage available for the wild horses and burros. The BLM has failed to consider alternatives like protective fencing or some relocation to the unburned areas. This plan signals the end of California’s last viable herd.

I am writing to ask that you do not sign a decision to remove horses from Twin Peaks until you seriously consider alternatives. The proposal would reduce the herd numbers to well below low AML and threaten the continued health and existence of this herd. There is abundant forage in the burned area and there is the ample opportunity to protect the range through the preferred methods of protective fencing and/or minimal relocation of animals.
I am requesting that BLM reject this proposal – as the continued existence of this herd may hang in the balance. This plan has not fully considered the alternatives and has not substantiated that this is an emergency situation. Signing a decision to remove wild horses will be met with significant public opposition. Please assure me that the BLM is not going to proceed with this action without even giving the public notice and the opportunity to comment on such a proposal.

The Interior Board of Land Appeals (IBLA) complaint decision has not been given by the judge yet but the “stay” has been denied and BLM will start capturing about 350 wild burros from the Cibalo-Trigo HMA (south-western Arizona) on MONDAY, June 4th.
According to a recent article by videographer Carl Mrozek and based on his personal observations of the burros, there were no foals to be seen and only jacks (male burros) to be found in this area.

Please read the information below about the Wild Ass (burro, donkey) which is listed as an endangered species “where found” and then contact the BLM and request they refrain from capturing these burros until the IBLA judge has digested the scientific data and made a legal decision.

And POLITELY ask the judge to take a hard look at the two scientific documents (#1 and #2 in this article) before making his/her decision on this very important issue.
Below are three pieces of legal documentation. The first two are scientific and the third was written by the acting director of the Fish and Wildlife Service in 1977 as a “notice” which was obvously a politically driven decision and not science. Although the first two scientific documents state that the wild burro is on the endangered species list, it is the notice (#3) that the BLM is using to persuade the IBLA judge that the wild burros are not included in the endangered species listing.
The notice (#3 below) was written by F. Eugene Hester who, in a seperate document/speech had this comment, “Political influences will shape our future responsibilities and alter our priorities” This statement and attitude explains that his decision was based on “political influences” and not science as the first two documents are. Public Encouraged to Attend Meeting on BLM Plans to Round up Hundreds of Utah’s Wild Mustangs
Salt Lake City, UT (June 8, 2010)—On June 9, 2010 the Bureau of Land Management (BLM) will hold a public meeting in Salt Lake City, Utah to discuss the use of helicopters and motorized vehicles during massive wild horse roundups scheduled to begin throughout the state in August. Advocates are encouraged to attend this meeting at the West Desert District office at 6:30 p.m., 2370 South 2300 West, Salt Lake City, Utah.
This meeting will impact pending roundups of Utah wild horse herds including those in the Winter Ridge area of NE Utah (slated for complete removal this summer) and the Confusion and Conger (where a planned spring roundup was successfully delayed) as well as the famous Sulphur herd, all of Western Utah, among others. Additional herds in danger of removal include North Hills (Iron and Washington Counties), and Chokecherry and Mt. Elinor (Beaver and Iron Counties).
“Surface natural gas lines crisscross much of these areas, particularly Winter Ridge and Hill Creek,” said Herd-Watch Project Manager Laura Leigh, who visited the area recently, noting steep drop-offs and canyons, which could be deadly in a helicopter roundup. “Yesterday in Texas we had a buried line apparently hit by a piece of equipment and three people are presumed dead. The lines in Winter Ridge lay on the surface. Not just one line, but many, that in places are hidden from immediate view by vegetation. A roundup in this area could be devastating.”
The Winter Ridge and Hill Creek Herd Areas are slated for removal of 450 horses beginning July 18, 2010 and concluding July 31 despite thousands of public comments urging BLM to cancel the roundups in the West before all the horses are gone. Nearly 12,000 wild free-roaming mustangs and burros are to be permanently removed at a cost of over $30 million in 2010 alone.
The interested public is asked to attend the meeting and raise concerns about the natural gas lines and the current protocol utilized for roundups in Utah, characteristic of those across the West.
“The majority of Utah’s iconic mustangs will be warehoused for life at an enormous expense to the American taxpayer,” states filmmaker and director of the Cloud Foundation, Ginger Kathrens. “At the same time, taxpayers will continue to shell out their tax dollars for the thousands of head of cattle that will remain on Utah’s legally designated wild horse ranges. In addition we have an expanding extraction industry on our public lands. When does management for multiple use cross the line into management that has nothing to do with wild horses?”
