In 2012, a 17-month-old Jacksonville boy, Dylan Andres, was attacked & killed by his neighbor’s chained dog. Here is the latest update to end dog chaining in Florida.The President of the Florida Senate, Senator Wilton Simpson (15th district, Pasco, Citrus, Hernando Counties) has stated he is going to kill the legislation (SB650) that would end unattended dog chaining in Florida. This, even though in 2009, twenty-month-old Dallas Walker was killed in a chained-dog attack in Pasco County.
