Wild Horse Freedom Federation issued a White Paper that has taken years of research, and offers new evidence on the Bureau of Land Management’s Wild Horse & Burro Program that has never been seen by Congress or the public.

The Secretary of the Department of the Interior, Ryan Zinke, wants to cut the fat from the 2018 Budget by killing up to 46,000 wild horses and burros in BLM holding facilities due to “costs,” and to kill many thousands more on public lands because of a supposed “excess.”

However, Wild Horse Freedom Federation has done on-the-ground investigations of many BLM Long Term Holding facilities, with photos, videos and other evidence, proving that less than half of the horses that the BLM contractors, and the BLM, claimed were on long term holding facilities, were actually there.

One long term holding “pasture” contained a residential development.

The White Paper reports on the BLM’s own skewed statistics on annual herd population increases.  The BLM even claimed over a 1,000% increase in one herd in only one year.  This would just not be possible, even if all of the stallions had given birth.

Wild Horse Freedom Federation also uncovered vast discrepancies in BLM records.  BLM contractors seem to be billing for services that are not rendered.  Trucking company invoices and facility invoices indicate that horses are shipped to BLM facilities, but never arrive there.  Tens of thousands of captured wild horses and burros that were reported by BLM in one set of records, are unaccounted for in the BLM’s main Wild Horse & Burro Program System database.

The issue of horse slaughter is also included in this White Paper.

The information in Wild Horse Freedom Federation’s White Paper is just the tip of the iceberg on evidence about what has been happening, and currently is really happening, to America’s wild horses and burros.

Most of the Exhibits in the White Paper were obtained via Freedom of Information Act (FOIA) requests.
Wild Horse Freedom Federation currently has 5 FOIA lawsuits with great and very hard working FOIA attorneys in Oregon – Dan Stotter and Pete Sorenson, along with their associates Casey Scofield and Lance Quaranto.  We have to fight for every piece of paper we get, so advocates owe a huge debt of gratitude to these dedicated attorneys.
