The Draft International Covenant on Environment and Development is Agenda 21 on steroids. If you take the word “Environment” out of the title (which seems to be thrown in to placate you), and call this the International Covenant on Development, you will more clearly see the intent of this manifesto.
The Covenant is intended to become a binding Global Treaty and the template for international law. International attorneys have been hammering this out for about 16 years. The 4th draft was issued in 2010.
The Covenant is about control of development, and social engineering, by the United Nations. Remember, the United Nations is a trade organization funded by money from corporations, organizations and associations funded by corporations, and foreign governments.
The Covenant states it focuses on “social and economic pillars.”
In the Covenant’s footnotes, it refers to the constitutions of Brazil, India, Namibia, and even the Islamic Republic of Iran. But this manifesto doesn’t adhere to the U.S. Constitution. If the Covenant is adapted by the United States, it will be the end of our Constitution and our rights.
The Covenant claims control of “areas beyond national jurisdiction, high seas and outer space.” (Article 3) The stated reasoning for this declaration of control of everything is because the global environment is a “common concern.”
The Covenant demands laws and regulations that “integrate” international law for ALL forms of physical planning. (Article 41) This includes town and country planning, ALL infrastructure (including highways, railways, waterways, dams, harbors, etc.), aquifers, drainage basins, coastal and marine areas and “any other areas constituting biological units.” It covers allocation of municipal, agricultural, grazing, forestry and other uses. It even “encourages” parties to limit their subsidization of private enterprises, including agricultural subsidies.
The Covenant covers everything.
In Article 34, “TRADE AND ENVIRONMENT,” (the operative word being trade), “sets out the duty to cooperate and establish and maintain an international economic system” with global rules of trade. The Covenant defines “duty” as a legal obligation. What do you think an “international economic system” is?
The Covenant is issued by the IUCN (International Union for Conservation of Nature) and the ICEL (International Council on Environmental Law).
The IUCN
On the IUCN website, it states: “IUCN links its Mission to the paramount goals of the international community on environment and sustainable development, in particular Agenda 21…”
Agenda 21, the United Nations action plan, is cited throughout the Covenant. Agenda 21’s OBJECTIVE is communally and collectively owned and managed land. This is communism.
U.S. agencies that are members of IUCN are: U.S. Departments of State, Commerce, Agriculture (Forest Service), the Interior (Fish and Wildlife Service and the National Park Service) and the Environmental Protection Agency (EPA). These agencies are also on the White House Rural Council.
The Covenant
1) The Covenant is to remain a “living document” until it is adapted. (A “living document” can change at any time.)
2) The Covenant is intended to be a MINIMUM set of obligations.(Article 64)
3) The Covenant states “No reservations may be made to this covenant.”
(Article 76) (This means you can’t opt out of anything.)
4) The Secretary-General of the United Nations shall be the Depository of this treaty (Article 78) (So who do you think will be running this show?)
Also in the Covenant:
Article 11 – This is about eradication of poverty. Sounds nice, but when this document, or Agenda 21 (which it cites) brings up “equity” or directing social and economic needs in an “equitable manner,” this is communism.
Article 16 – This is about consumption and production patterns (think Smart Meters being installed on your homes and offices) and the “importance and power” of multilateral development banks and “regional” economic integration organizations. This ties into Article 28, which requires surveillance (again, think Smart Meters being installed on your homes and offices), and management of processes and activities, but as of yet, “no specific rules to identify or evaluate” this. (Hold your breath for the 5th Draft.)
Article 29 – Is about “harmonization” and anything that can “help eliminate non-tariff barriers to trade.”
Article 30 (p.99) – Humans are defined as “organisms,” and as if this weren’t funny enough, it is followed by “Control” should “involve limiting the increase in numbers and spread of the organism by appropriate elimination, removal or other measures.”
Article 33 – This is about providing for long term resettlement and estimating the “carrying capacity” of the environment.
Article 36 – This is about Military and Hostile Activities. (Does the US have to ask permission from the UN to declare war?)
Article 39 – This is about management plans for harvestable transboundary biological resources, which would establish quotas and seasons for permissible taking. (Who gives this permission?)
Part VIII. – IMPLEMENTATION AND COOPERATION – stresses the importance of implementation of ALL obligations of the Covenant and the principal of general international law, including procedural obligations.
These “procedural obligations” are:
Article 67 – Parties submit periodic reports to the Secretary-General of the United Nations on the measures they have adopted, progress made, and difficulties encountered in implementing their obligations under this Covenant.
(Like from pesky Americans who fight for their Constitution.)
Article 69 – Settlement of disputes – to be submitted to either an arbitral tribunal, including the Permanent Court of Arbitration, or to judicial settlement, including the International Court of Justice and the International Tribunal for the Law of the Sea.
Article 70 – Review Conference. Secretary-General of the UN convenes a conference every 5 years to review implementation of the Covenant.
Article 71 – If you want to amend any part of this Covenant, you have to submit it to the Secretary-General of the United Nations.
(What about our Congress? Will there be anything left for them to do? Will they lose their jobs?)
Article 43 – This obligates parties to cooperate in the formulation of international rules and standards, which is called “harmonization.”
Article 48 – This is about biotechnology, and requires sharing the “benefits,” defined as research and development results, royalties, access and transfer of technologies.
Article 63 – Parties are encouraged to become parties of treaties furthering the objective of this Covenant. (This means the UN is going to shove the Covenant down your throats one way or another.)
Who wrote the Covenant?
The Covenant was launched at the UN Congress on Public International Law in 1995. The Second Edition was presented to UN Member States at the 54th UN General Assembly. The Third Edition was presented to UN Member states at the 59th UN General Assembly. The 4th Edition (this one) was presented to UN member states at the 65th UN General Assembly.
The United States of America is a UN Member State.
Contributors to (writers of) the Covenant include the “Secretariat,” many international lawyers and U.S. professors from: Cornell University, Princeton, Pace University, Middlebury College, George Washington University Law School, Bucknell University, University of Indiana, University of Wisconsin – Stevens Point, Meadville Theological School, and University of the Pacific.
Also, Daniel B. Magraw, who was Assoc. General Council for the Environmental Protection Agency (EPA). In 2006, Mr. McGraw was listed as President and CEO of the Center for Environmental Law (one of the organizations issuing this Covenant), as a past Director of the International Law Office of the EPA (1992-2001), as Director of Lightbridge Corp., a provider of nuclear energy, and as a new member of the Board of Directors of Thorium Power, a nuclear energy company.
Other contributors were Nicholas Yost of the big international law firm Sonnenshein, Nath & Rosenthal (which represents WalMart, Sears, and Sony, to name a few), the Hastings Center and Arthur Westing of Westing Associates in Environment, Security and Education.
Since these contributors are professors and lawyers, you’d assume they’ve read our Constitution and might’ve noticed how the Covenant conflicts with our Constitution and our rights.
After 4 drafts, all of the words and ideas in the Covenant have been very carefully crafted. The words “must” and “shall” are directives. The Covenant uses terms like exclusive economic zones, buffer zones, interconnected corridors, and the word regional. Pay attention to the words region, regionalism and ecoregion. Regionalism is one way Agenda 21 is already being implemented in this country. Regionalism separates you from city, county and state government, where you (for now) still have a voice in your government.
RIO + 20
In June 2012, there will be a United Nations Conference called Rio + 20. We must make sure our government doesn’t become a party to, or “partner” or participate in any way, with the implementation of the Draft Environmental Covenant on Environment and Development.

W, you obviously haven’t spent any time reading the NEPA projects at various Bureau of Land Management offices (like Wyoming) where the BLM gives “findings of no significant impact” to massive oil and gas drilling that will do much harm to the environment. I can see there’s a lot of the usual banter here, about how ‘we shouldn’t stand for this’ and ‘somebody ought to do something’.
This type of legislation didn’t just happen overnight. All of this has been built for generations, even centuries. What possible change are you or anyone else going to make to keep this from happening? Just like every other threat to civilization and human existence, if challenged they will simply table it, wait, and then pass it when you aren’t looking, like say Christmas Eve in a special, closed session. Then what are you going to do, say “no fair!’ and ‘we shouldn’t stand for this’ and ‘somebody ought to do something!’?
The people perpetrating all of this will never be satisfied until every single life’s moment of the sheep and dogs they claim ownership over are under their unbridled and complete control. They actually think this is possible, and it is, but only under the direct consent of the sheep and the dogs. If people admit their role as subservient and incompetent, needing all of their liabilities cared for by strangers with no feelings or care, strangers with outright disgust for us savages, then the exact thing they are planning will come to their fruition.
Why is it that some strangers in a strange land write down some legalese mumbo jumbo and suddenly the entire populace of the earth is bound by it? Under that circumstance, any stranger can write you into slavery in an instant simply by raising the right flag and convincing you that you are under their authority.
How is it that any law is instant contract? Can strangers just write contract in your name and bind you to it as they feel? The Federal government can. So can the United Nations. And therefore so can any group of rich men and corporations that damn well feels like it. It all happens because of consent of the governed. The governed consent to let a rogue government like Federal or a completely fraudulent authority like the UN do anything they want, while pissing on the constitution or any semblance of human or natural rights. The governed do this our of ignorance, fear, greed, and a self centered ego driven mind that has been carefully cultivated by its masters since birth.

Challenging all of this, fighting it, shaking your fist at it, writing letters and faxes and planning your insignificant and worthless votes is only lending energy to the system, both physical and mental (and spiritual, but lets not go too far here). Each participant empowers that which is fiction. Government is not real, it cannot and will not exist if people (life) stops giving life to it. We the people animate it, and right now we are animating it to our certain enslavement and the eventual death of all life bigger than a golf ball on this planet.

Though I find some articles questionable, this is still to date the most comprehensive attempt at world unity. A “Unity” which we might not want but looking increasingly unavoidable unless you like living in a dysfunctional humanity and earth. The last superpowers (with their great constitutions) had the chance to avoid this but
instead set out on parasiting the world, joining countless wars, and enslaving their and others people. Any tool in the wrong hands can do damage. Maybe attention should be brought to improving ones on morality and those of others. There has long been talk by futurists of a global system similar to this. Now that it has arrived, even though in an impure and unfinished form, it is feared. Why? Could it really be worse than what is presently happening. Since when is capitalism greater than our blue planet. Oh and if capitalism carries on, there will be nothing left on this planet for all you to be “little master of”. My greatest fear is that the arrogance, selfishness, stupidity and naivity of the human race will triump over our planet/home. Not to hard to figure out what happens then. Remember dear friends when you claim your rights you are also taking someone else’s rights away. Why, because we don’t all share the same constitutions and don’t treat others as equals. That goes for governments, people, religions and traditions. Take a look around. You like what you see? If you don’t, share your views, amend changes and show tolerance for others progressive thinking. If you do like what you see, buy some more bullets, you’re going to need them.

There is a need to reduce the population of parasites that have invaded the human habitat. “It’s a lot deeper than this, but the people who are doing what they don’t want the public to see are trying to convince the people who have nothing to be ashamed of that its us against them—animal agriculture businesses versus extreme animal rights terrorists, rural versus urban, red versus blue, animal owners versus extremists who don’t believe in animal ownership, and meat eaters versus VEGANS.
I’m tired of the name calling, labeling, and hype. I want to know what is going on behind closed doors and gates that the pro-horse slaughter people, and pro-puppy mill people ao desperately want to keep out of the public’s view. Is it just animal cruelty or does it involve something else. What other types of laws are being broken behind closed doors?

Update March 9, 2012: The Utah Ag-gag bill, H.B. 187, is now headed to Gov. Gary Herbert for his signature. Find contact info for the governor here. If you live in Utah, write (faxes or letters are best) or call now and urge him to veto this bill which tramples First Amendment freedoms and will enable farm animal abusers.
Update March 7, 2012: Utah’s Ag-gag bill, H.B. 187 passed the state Senate today and immediately the House of Representatives concurred in a minor amendment. The bill was sent for enrolling and will go to Gov. Gary Herbert for his signature.
Update February 29, 2012: Utah’s Ag-gag bill, H.B. 187, has passed the House of Representatives by an overwhelming margin of 60-14. The bill now moves to the Utah Senate.
Original report: The Utah legislature is considering a bill that would make undercover investigations of farm animal and equine cruelty illegal. The “ag-gag” bill, H.B. 187, would make it a crime for anyone to knowingly or intentionally record an image or even a sound on the premises of an agricultural operation without the owner’s consent. A violation by leaving a recording device on the property would be a Class A misdemeanor. It would be a Class B misdemeanor for violations after learning such conduct is prohibited by the owner or in cases of criminal trespass. Rep. John Mathis is the bill’s sponsor.
The only purpose of the bill is to shut down undercover investigations that expose animal cruelty in agricutural operations. The bill would trample First Amendment rights including chilling other forms of protest.
Similar provisions in a bill in Florida were killed in committee in 2012. Similar bills in New York, Minnesota, Iowa and Florida failed to pass in 2011. But this year a similar though revised bill has passed the Iowa legislature and the New York bill as well as the Minnesota bill carried over and are now pending. There is also a bill pending in Indiana and another in Nebraska that would shut down undercover investigations of farm animal abuse in this way.

Tennessee Rep. Frank Nicely is back this session with another effort to smooth the way for a horse slaughterhouse to open in the state. House Bill 3619 just cleared the House of Representatives Agriculture Committee and could be scheduled for a vote by the full House at any time.
Until the committee hearing the bill simply directed the agriculture commissioner to post and keep current statistics and other information required to be collected about equines and to provide that information upon request to the Tennessee Equine Association.
Harmless enough, except that during the committee hearing on March 13, 2012, Nicely introduced amendments under a new declaration that “the General Assembly intends to encourage the location of equine slaughter and processing facilities in Tennessee that meet…requirements”. The new provisions approved by the committee would make it more difficult to challenge issuance of a permit for a horse slaughter facility by requiring a bond equal to 20% of the estimated cost of building the facility or operational costs, if those can be determined. Venue would be limited to the court where the facility is located and not also where the defendant can be found or does business.
A challenger would be required to pay the slaughter facility’s legal fees and court costs if a court finds the suit was without merit or brought for an “improper purpose” including harassment, delay or interference. If a plaintiff does not prevail ultimately after obtaining an injunction, the plaintiff “is liable for all financial losses the facility suffers” as a result of an injunction halting operations.
The bill is similar to a Montana law passed in 2009.

The International Covenant on Environment and Development is just another nail in your coffin. Incremental-ism is how they get away with all they do because the majority of Americans have the attention span of a 5 year old and the memory capacity of a very small doughnut.

Make fliers and fold and attach to cars. People must be we told what is going on. Put it on police and fireman cars, they need to know why they are being militarized. Suppose an alien race came to earth and looked around. What would they see? They would see human beings being very regressive and repressive to their innate capabilities.
The ETs (we will assume) are very advanced in their knowledge and thinking about one thing that is common to them and us: the meaning of life as a member of the Universe. and not as a male, female, rich or poor, property owner or not, or capitalist or communist but as an organism caught in a web of its own doing because it was inclined naturally to do so, but with the capability to enter another stage to become a part of the Universe rather than just a user of it.
They would see the disjointed, various and self-destructive actions of different aspects of humanity as its own worst enemy. Likely to annihilate itself in part or total given the slightest chance or mistake.The triggers would be many, direct and subtle…and unforgiving and final.
They would see a need for control of the mess. A master plan of complete control system that had one basic agenda, the sustainability of the human race as its grand scheme with about all else subservient or irrelevant. How would such a plan be implemented? By force? So it would seem. The social and cultural ways of humans were not to be easily changed in any fashion by mere logic and reason. By what force then? Mass warfare? With some nation given the agenda and marching orders to conquer others and bring them into its fold? By economic change that would promote the social and cultural changes desired? Or by some central force already in play in that hodge-podge of a messy world that could be influenced to become what had been its original intent from the start? Undoubtedly, the choice would be to give the humans a chance a with their own efforts. The alternative manner of bring a change, if not cleansing, would be, as humans were fond of saying, still on the table.
So to make a long story short, the United Nations was the perfect tool to use to promote the change and the desired changes to humanity were “suggested” to the leaders and the machinery of changing an entire world in the way it looked at itself and did things to itself was put into motion.
Inhabitants of the world can scream and rage from their various corners and positions about capitalism, communism, socialism and the less specific terms of democracy and freedom to no end. But whatever the argument the time is upon us for change, drastic change. It may be our last chance.
I could end this on that note, but most readers wil have no idea of what they should be encompassing beyond their personal thoughts on the high-minded words of “capitalism, communism, socialism and democracy and freedom” and the changes necessary to put most of those aside.
Many aspects of modern life are built around consumption and materialism. These are the physical attributes of our normal existence that weigh heavily upon how we operate and view the world around us. But cannot some of you glimpse a spiritual side? Others will impatiently scream what is that THAT mean and entail?
Without getting too much into the explanation, I suggest that the reader start wondering about the practice of meditation–which is NOT religion per se. A learning of the “Oneness” of the Universe (in lieu of a better word) via deep meditation is a life-changing expereince and cannot be explained in a few words or even a book. And I shall make no attempt to do so here. You simply must do it. Yet I expect no one to drop away from the “normal” existence they now lead to take up the practice. However, if you were, you would find some answers. Think about it.

to others. and yes the county and city meeting sound good but over here
they are soooo corupted you would not believe it but i will do everything i
possibly can to help save our country. we have to get more, many, many
ore people involved with this.
most people just go to work, come home and tend to whatever and not
realize what is really going behind our backs.

Ron, there ARE things you can do. If the BLM is doing a new “Resource Management Plan” in your area, e-mail a public comment and tell them you want the “No Change Alternative. Start paying attention to city and county meetings – if you can’t go, you can usually read the minutes of the meeting online (and in some cities, the meetings are on local tv channels). Talk with your neighbors about what is happening, and pass along this article and other articles to other people, and ask them to do the same.

even thro this has been going on for some years there must be away to
stop this maddness. they want to elimate billions of people so it is easier
to control them as slaves. the now powers that be has been pushing this
soooooooooo much and it must be stopped NOW.
maybe one of the reason they plan to fly drone’s in every state to spy on
us. keep us under controll and possably start eliminating us as they feel

I learned a lot from yesterday’s radio show and this article. I fear for my grandchildren. The laws of our America were written for all the people living within it’s boundries. When our government decided that the laws were written only for the American people to follow and NOT the American government to follow … there was no way but down for our America to go.
